Mighty Pete and The School Bully School

Pete Patterson has discovered that a plastic soldier's helmet gives him super powers. This comes in useful since, although his teachers think otherwise, bullying is a real problem at his school. These, however, are no ordinary bullies. They are trying to stop all the children from learning. What is the reason for this strange behaviour and what are the bullies learning at their weekend school?
